Zen Archery

I noticed this a few days ago and just confirmed it today.
I have two toons on EE with Zen Archery, both with a higher WIS than DEX but their AB's are still going off of DEX. On HC Tyler M., I used a potion of Owl's Wisdom and AB did not increase, then I used a potion of Cat's Grace and it did.
When I was on with Aerin Tiphi, I used the GW to double-check. I used G-Owl's Wisdom and that put my WIS to 30 with no AB increase, then I used G-Cat's Grace and that put my DEX to 25 and my AB increased.
Am I missing something?
